In a recent article, we provided a complete guide on obtaining the SSS Clearance Certificate of Coverage and Compliance, which primarily serves as your certificate of good standing with the Social Security System (SSS). Now, the current one focuses on another important clearance certificate, however, from a national savings and shelter finance agency.

The Home Development Mutual Fund (HDMF), also known as the Pag-IBIG (Pagtutulungan sa Kinabukasan, Ikaw, Bangko, Industriya at Gobyerno) Fund, is a Philippine government-owned and controlled corporation (GOCC) under the Department of Human Settlements and Urban Development (DHSUD), which is involved in mobilizing provident funds primarily for shelter finance for both public and private sector workers.

What is a Pag-IBIG Clearance Certificate?

A Pag-IBIG Clearance Certificate is an official document issued by the Pag-IBIG Fund to certify that you, as the employer-member, are in good standing with the agency or compliant with all your obligations, particularly the remittance of employer-employee share contributions and employee loan payments to the fund.

Purposes of Pag-IBIG Clearance Certificate

Employee-members can request a Pag-IBIG Clearance Certificate for purposes such as employment, loan applications, and benefits. For employer-members, the certificate may serve the following purposes:

Proof of Good Standing and Compliance

The Pag-IBIG Clearance Certificate confirms that you, as an employer-member, have fully complied with all Pag-IBIG Fund obligations, including timely payment of both employer and employee contributions. In other words, you have no remittance delinquencies and are in good standing with Pag-IBIG Fund.

Business Permit Renewal Requirement

Many, although not all, local government units (LGUs) still require the clearance certificate, along with those issued by SSS and PhilHealth, for annual business permit renewal. It assures the LGUs that you are compliant with the laws and regulations concerning employee benefits.

Employee Welfare Protection

The Pag-IBIG Clearance Certificate serves as proof that your employees’ contributions are up-to-date, ensuring their access to various benefits (e.g., multipurpose loans) under the program and providing peace of mind knowing that their welfare is protected.

Legal and Audit Requirements

In the case of legal or financial audits, the Pag-IBIG Clearance Certificate serves as evidence of the employer’s compliance with employee benefit regulations, thus helping avoid costly penalties and legal disputes.

Annual Performance Evaluation and Other Purposes

Together with other good standing certificates, the Pag-IBIG Clearance Certificate can also be used as a supporting document for annual compliance reports and performance evaluations, commonly required among government agencies and government-owned corporations.

Pag-IBIG Clearance Certificate Application Requirements

Similar to other clearance certificates, you can easily request for a Pag-IBIG Clearance Certificate with minimal documentary requirements, which generally include:

  1. Letter Request for Pag-IBIG Clearance Certificate
  2. Pag-IBIG Fund Receipt (photocopy)
  3. Previously acknowledged Membership Savings Remittance Form (MSRF, HQP-PFF-053) or List of Employees
  4. Authorization Letter and Valid ID (if processed through an authorized representative)

You need to visit the Pag-IBIG Branch that services your employer account and approach your Pag-IBIG Account Officer for the filing of the clearance request and submission of documents.

2. Wait for the Processing of Your Request.

During the processing, the Pag-IBIG Servicing Branch will verify the completeness of your request documents, the Pag-IBIG Employer’s ID Number (PIN) in the system, the arrearages in the remittance of membership savings (MS), and pending legal cases in their portal.

3. Receive the Pag-IBIG Clearance Certificate.

If your employer-member records are clear, and there is no additional compliance required, the Pag-IBIG Servicing Branch will issue the Pag-IBIG Clearance Certificate within the day (or usually days after if you fall under “large employers” category). This usually comes with a one-year validity.

In summary, the Pag-IBIG Clearance Certificate serves as an essential document for employers to ensure good standing with the Pag-IBIG Fund and compliance with the laws and regulations.
