We, at FilePino, offer a complete package of company formation and business registration services, including employer registrations with SSS, PhilHealth, and Pag-IBIG Fund. Our services cover:

What is an Employer Registration?

In the Philippines, Employer Registration is the process by which a business or company officially registers itself as an employer with government agencies to comply with labor and social security laws.

SSS Employer Registration

SSS Employer Registration is the process by which companies or individuals who hire employees register with the Social Security System (SSS) in the Philippines. This registration is essential for obtaining the SSS Employer ID Number and ensuring compliance with the Social Security Act of 2018 (R.A. 11199).

SSS Employer Registration Requirements

You can download the SSS registration forms from the SSS official website or request copies from the nearest servicing branch in your area. Below are the documentary requirements:

  • SSS Form R-1 (Employer Registration Form)
  • SSS Form R-1A (Employment Report)
  • SSS Form L-501 (Specimen Signature Card)
  • SSS Web Registration for Employer Form
  • Supporting Documents (e.g., DTI Certificate of Registration, Business Permit or Mayor’s Permit, SEC Certificate of Incorporation, etc.)
  • Authorization Letter and ID Cards (i.e., if processed by a representative other than the company officer or employer)

SSS Employer Registration Process

After gathering and drafting all documentary requirements, the application for SSS Employer Registration may already be filed with any SSS servicing branch, preferably the one that covers the principal business address. If filed online via My.SSS, the requirements, particularly the forms, must be signed, scanned, and uploaded. After review and approval, the agency will issue the SSS Certificate of Registration (COR) along with a My.SSS activation link, if filed in person.

What Documents to Receive

Your SSS employer registration proves your business compliance with the Social Security Act of 2018 (R.A. 11199) and promotes a sense of contribution to the broader social protection of the workforce in the private sector. After registering with SSS, you will receive:

  • Stamped SSS Form R-1 (Employer Registration Form)
  • Stamped SSS Form R-1A (Employment Report)
  • Stamped SSS Form L-501 (Specimen Signature Card)
  • SSS Blue Card
  • My.SSS Employer Account
  • SSS Certificate of Registration (COR)

PhilHealth Employer Registration

PhilHealth Employer Registration is the process by which companies or individuals who employ people formally register with the Philippine Health Insurance Corporation (PhilHealth) to provide health insurance coverage for their employees and comply with the National Health Insurance Act of 1995 (R.A. 7875).

PhilHealth Employer Registration Requirements

Like the SSS, PhilHealth forms can be downloaded from the agency’s website or requested at any of their servicing branches.

  • ER1 (PhilHealth Employer Data Record)
  • ER2 (PhilHealth Report on Employee-Members
  • POAF 001 (PhilHealth Online Access Form 001)
  • PEER (PhilHealth Employer’s Engagement Representative) Information Sheet
  • Supporting Documents (e.g., DTI Certificate of Registration, Business Permit or Mayor’s Permit, SEC Certificate of Incorporation, etc.)
  • Authorization Letter and ID Cards (i.e., if processed by a representative other than the company officer or employer)

PhilHealth Employer Registration Process

After gathering and drafting all required documents, the application for PhilHealth Employer Registration may already be filed with any PhilHealth servicing branch (or better with the branch having jurisdiction over the principal business address. Once approved and the PhilHealth Certificate of Registration (COR) is issued, the ePOAF001 may already be emailed to the agency to apply for access to the Electronic Premium Reporting System (EPRS). PhilHealth will send the login credentials within a few days to a week.

What Documents to Receive

With your PhilHealth employer registration, you can provide health insurance coverage to your employees and comply with the National Health Insurance Act of 1995 (R.A. 7875). After registering, you will receive:

  • Stamped ER1 (PhilHealth Employer Data Record)
  • Stamped ER2 (PhilHealth Report on Employee-Members)
  • Stamped Specimen Signature Form
  • PhilHealth Electronic Premium Reporting System (EPRS) Account
  • PhilHealth Certificate of Registration (COR)

Pag-IBIG Employer Registration

Pag-IBIG Employer Registration is the process by which companies or individuals who hire employees formally register with the Home Development Mutual Fund (HDMF), commonly known as Pag-IBIG Fund, for the workers to have access to savings programs, housing loans, and other benefits related to home ownership and social welfare.

Pag-IBIG Employer Registration Requirements

While Pag-IBIG Fund regularly updates its forms, it is best to check their official website for the latest copies or request them from the servicing branches.

  • EDF (Employer’s Data Form
  • Specimen Signature Form
  • eSRS Employer Enrollment Form
  • Employer’s Virtual Pag-IBIG Enrollment Form
  • Duly Received/Stamped SSS Form R-1A
  • Supporting Documents (e.g., DTI Certificate of Registration, Business Permit or Mayor’s Permit, SEC Certificate of Incorporation, etc.)
  • Authorization Letter and ID Cards (i.e., if processed by a representative other than the company officer or employer)

Pag-IBIG Employer Registration Process

Before processing the Pag-IBIG Employer Registration, the duly received or stamped SSS Form R-1A must be obtained first from SSS. Once available, this must be attached to the drafted and gathered requirements for filing with the Pag-IBIG servicing branch having jurisdiction over the principal business address. Once the application is approved, the agency will issue the Pag-IBIG Certificate of Registration (COR), electronic Employer’s Data Form (EDF), and other documents. Unlike SSS and PhilHealth, registration for the Pag-IBIG Electronic Submission of Remittance Schedule (eSRS) can only be completed once the first premium contributions have been remitted.

What Documents to Receive

Your Pag-IBIG employer registration is the first step to granting your workers access to the savings programs, housing loans, and other benefits related to home ownership and social welfare. After registering with Pag-IBIG Fund, you will receive:

  • Stamped EDF (Employer’s Data Form)
  • Stamped Form HQP-PFF-003 (Specimen Signature)
  • Pag-IBIG Fund Electronic Submission of Remittance Schedule (eSRS) Account

Employer Registrations FAQs

Yes, they are mandatory. The laws that created the statutory agencies mandate all employers — whether individuals, sole proprietorships, partnerships, and corporations hiring employees in the Philippines – to register with SSS, PhilHealth, and Pag-IBIG Fund.

Employers must process their registrations as soon as they hire their first employees.

Employers who fail to process registration within the mandated period may face penalties and compliance issues. Therefore, it is crucial to register as soon as the hiring of employees starts.

With all three employer registration applications filed simultaneously, the SSS, PhilHealth, and Pag-IBIG Certificates of Registration (CORs) can be issued in one (1) to two (2) weeks.

Employer registrations with the three statutory agencies are generally free, but there may be minimal costs associated with obtaining the required supporting documents or availing of professional assistance.

After registration, employers must remit both employer and employee contributions regularly, update employee information, as needed, and assist employees in the benefit claims, and comply with any changes in regulations.

Expert assistance in SSS, PhilHealth, and Pag-IBIG Employer Registrations is advantageous to ensure compliance with government requirements, save time, and minimize errors.
