Public Sector

All national government agencies (NGAs), government-owned and-controlled corporations (GOCCs), government financial institutions (GFIs), state universities and colleges (SUCS) including local government units (LGUs) are mandated by the Philippine Government Procurement Policy Board (GPPB) to register and use PhilGEPS.

Private Sector

Private-sector suppliers, manufacturers, contractors, and even individual consultants operating in various business entities are highly encouraged to register to take advantage of government procurement opportunities.

Choose Your PhilGEPS Membership

There are two (2) PhilGEPS membership types — PhilGEPS Red Membership (default and free) and PhilGEPS PLATINUM Membership (upgraded and paid).

PhilGEPS RED Membership​

If you settle for just PhilGEPS RED membership, your access to the platform will be limited. You can only view bidding notices with smaller budgets (i.e., usually below PHP 1 million) and cannot submit bids directly through the system. To bid for projects, you still need to send quotations directly to the Bids and Awards Committee (BAC) chairperson. 

PhilGEPS PLATINUM Membership​

If you opt for the higher-tier PhilGEPS PLATINUM membership, you can bid on any open notice directly via the platform. With your PhilGEPS Certificate of Registration, you’ll be recognized as a preferred supplier or contractor. 

PhilGEPS Requirements

To fast-track your registration and access the government bidding opportunities, you need to prepare and submit the following PhilGEPS requirements: 

PhilGEPS Sworn Statement

You may simply download this pro-forma document from the PhilGEPS official website. Once accomplished, this must be signed by your authorized representation and notarized as a sworn declaration of compliance with PhilGEPS requirements. 

Board Resolution and Secretary’s Certificate

If you are registering a corporation through an authorized representative, a duly signed and notarized board resolution and secretary’s certificate must also be attached. Other equivalent documents, depending on the business structure, e.g., a special power of attorney (SPA) for sole proprietorships and professions, also apply.   

Business Registration Certificate

To prove your initial business compliance with the regulatory bodies, a scanned copy of your registration certificate issued by the SEC, DTI, or CDA, whichever applies, must also be included.  

Audited Financial Statements (AFS)

You also need to submit your latest Certified Public Accountant (CPA)-audited and SEC-filed audited financial statements (AFS), together with the SEC eFAST final acceptance receipt (with QR code). 

BIR Tax Clearance Certificate (TCBP)

You must also secure a valid Tax Clearance for Bidding Purposes (TCBP) issued by the BIR Accounts and Monitoring Division (ARMD) to prove that your business has no outstanding tax liabilities.

Business Permit

Apart from your SEC, DTI, or CDA registration certificate, you’ll also need a clear copy of your updated Business or Mayor’s Permit to prove authorized business operations within the local government units (LGUs). 

Articles of Incorporation (AOI)

You’ll also need to provide the first page of your company’s Articles of Incorporation (AOI) or its equivalent, like the DTI permit for sole proprietors, to present key details about the business, such as its principal address, purpose, capitalization, and incorporators. 

SEC Certificate of Non-Registration of Company

If you’re registering a foreign corporation, then you’ll first need to secure a certificate from the SEC to prove that it is not registered as a domestic corporation nor operating a business in the Philippines. 

Philippine Contractors Accreditation Board (PCAB) License

For contractors, which include subcontractors and specialty contractors, a valid PCAB license is required to ensure specific standards of competency, financial stability, and technical expertise in the construction industry are met.  

Proof of Payment - PhilGEPS PLATINUM

As mentioned earlier, PhilGEPS RED membership is free of charge, but upgrading to PLATINUM costs PHP 5,000. To complete the processing of the upgrade, you must upload the payment receipt to the registration page.

How to Register with PhilGEPS

PhilGEPS Registration Renewal

PhilGEPS registration is valid for one (1) year and must be renewed annually to maintain eligibility for government bidding and procurement. If your key business registration documents, like mayor’s permit or tax clearance, expire, and you renew them, you must also manually update your PhilGEPS registration to avoid disqualifications and regulatory issues.

After your successful registration, you can already log in to your PhilGEPS account using your registered email and password. Once logged in, you may already start exploring the functionalities of the platform. While the modernization is ongoing, the current system already offers an electronic bulletin board, government official merchants’ registry, electronic catalog, and electronic payment of fees and purchase of bid documents, among others.

PhilGEPS Opportunities

With your PhilGEPS registration, you can have access to various bidding opportunities, which can be as simple as the government procurement of cleaning supplies or as big as the construction of an entire public facility. New opportunities are posted daily, with over 200 opportunities, ranging from simple supplies worth less than PHP 100,000 to complex multi-million peso projects.

PhilGEPS Bidding Process

If you’re new to the bidding process through PhilGEPS, then you might need some assistance given the technical and legal requirements. To give you an overview, first, you need to search for suitable procurement opportunities on the platform. Consider critical aspects of the project, such as the approved budget, delivery period, and procurement mode. Take note, as well, that a virtual or onsite pre-bidding conference may be held for high-value projects (e.g., over PHP 1 million) to clarify requirements.

Now, if you’ve already decided to bid on a certain project, you must purchase, download, and submit your comprehensive legal, technical, and financial documents to the Bids and Awards Committee (BAC), which then evaluates bids to determine the lowest qualified bidder. Finally, a Notice of Award is issued to you, as the winner, and this is followed by contract signing and project execution.

PhilGEPS Registration FAQs

PhilGEPS (Philippine Government Electronic Procurement System) Registration is the process of enrolling businesses to participate in government procurement opportunities in the Philippines.

All suppliers, contractors, and consultants wishing to participate in government bidding and contracts in the Philippines must be registered with PhilGEPS.

Requirements include a valid business permit, Taxpayer Identification Number (TIN), Securities and Exchange Commission (SEC) or Department of Trade and Industry (DTI) registration, and other relevant business documents.

To register, create an account on the PhilGEPS website, complete the registration form, upload the required documents, and pay the applicable registration fee.

 

The registration process usually takes 3 to 5 business days, depending on the completeness of the application documents and the payment of the registration fee.

Registered businesses gain access to government procurement opportunities, can participate in public bidding, and are eligible for awards of government contracts and projects.

PhilGEPS registration is valid for one (1) year. If it expires, you will need to renew your registration to continue participating in government bidding and procurement activities.
